Speaker Profile - Richard Muncey

Richard has had a wide-ranging career in his 38 years in the South Australian public service, covering the provision and management of transport and utilities infrastructure, building management policy, property management and the governance of government businesses. 

With qualifications in civil engineering, town planning and transportation planning, Richard spent over 20 years engaged in the design, construction and management of urban and arterial roads, and later port infrastructure in the State’s road transport and marine agencies.  This extensive transport infrastructure experience was complemented by an extended study break in the United States. 

Richard then moved into public sector building asset policy where he took on the task of establishing a new group to provide policy advice to Government on asset and risk management of its built assets.   Major achievements during this time were:

*     The development of a whole of Government asset and risk management framework and supporting policy documentation for building assets; and

*     Improvement in the consistency of contracting and tendering processes for building and construction across the State public sector, including the development of contractor and consultant prequalification processes. 

 More recently, Richard established and managed an independent policy advisory and business monitoring service to Ministers responsible for commercial public sector agencies, and later, management of the State Treasury and Finance Department’s responsibilities for Government’s businesses as part of the development and management of the State budget.

In his current role, Richard has responsibility for a $1.2bn portfolio of the State Government’s building and property assets, including owned and leased commercial office accommodation, government employee housing in regional and remote areas of the State, and management of all property acquired and held for road, rail and marine transport-related purposes.
